Crystal Caldera, PhD

Crystal Caldera, PhD is the City Manager of the City of Leon Valley and has served in this position since January of 2022. She serves as the Chief Administrative and Executive Officer of the City and is responsible to the City Council for the proper administration of all the City affairs. Prior to this position Dr. Caldera served as Assistant City Manager/Human Resources Director of the City of Leon Valley and was responsible for Personnel Services, Municipal Court, Public Works, Library, Payroll, and IT Administration since 2014. She began her career at Leon Valley as an intern in 2005, helping to secure a $150,000 grant for the Raymond Rimkus Park Playground improvements. From 2006 to 2007 she held the position of Director of the newly minted Economic Development Department and oversaw the initial formation of that department. Then was promoted to Human Resources Director in 2007.

Caldera holds a Doctor of Philosophy in Leadership Studies from the University of Our Lady of the Lake and authored a published doctoral dissertation on, “Does Decision Making Style Predict Authentic Leadership Beyond the Effects of Personality?”. Additionally, she holds a Master of Public Administration, St. Mary’s University and a Bachelor of Arts in Criminal Justice from St. Mary’s University.

Caldera has been a member of Texas City Management Association in 2014. She has served in a variety of positions including Region 8 Treasurer/Secretary (2018 – 2019) Vice President (2020-2021), and President (2021-2022). Caldera has served on the TCMA Ethics Board from 2018-2021. She also maintains her membership with the Texas Municipal Human Resources Association.
