Important Drinking Water Notice Clarification for Leon Valley Residents

The Public Works Department operates two well sites: Huebner Rd. Well and the Grass Hill Dr. Well.  As per the Texas Commission on Environmental Quality (TCEQ) rules, staff takes monthly water samples from each of these wells, as well as monthly samples from 10 residences throughout Leon Valley.  The samples taken from the well sites are pre-treatment, raw water samples.  In other words, this is water pumped out of the ground before it has been disinfected.  The water samples that are taken from the 10 residences scattered throughout the city are post-treatment water samples, and are representative of the water that is coming out of the tap.  All 12 water samples are sent by Public Works to our laboratory for testing.  Public Works receives notice of test results within one day.  If our laboratory finds a positive indicator of contamination, they forward those results to TCEQ.

On Tuesday, April 28, 2026, Public Works was informed that of the 12 samples taken, one raw, groundwater source sample taken from the Grass Hill Well tested positive for E. coli.  All other samples, including the pre-treatment sample from our Huebner Well  site and the 10 post-treatment samples from residences in Leon Valley, tested negative for any contaminants. 

30 TAC 290.122(a) requires a PWS to notify customers of acute issues as soon as possible, but no later than 24 hours after the violation or situation is identified.  The initial public notice shall be issued in one or more of the following manners that are reasonably calculated to reach persons served by the public water system within the required time period. 

  • Furnish a copy of the Notice to radio and television stations servicing the PWS service area
  • Publish Notice in a local newspaper serving the PWS service area
  • Direct delivery of Notice to customers
  • Continuously post Notice in conspicuous places within affected PWS service area
  • Electronic delivery or alert systems (e.g. reverse 911)

To comply with this rule, Public Works prepared a public notice using the mandatory language provided by TCEQ.  This notice will be sent to the San Antonio Express News for publication.  The notice will also be posted at public buildings to include City Hall, and the Library.  A certificate of delivery will then be provided to the TCEQ.    

In addition to issuing the public notice, the Public Works Department will continue to work closely with the TCEQ.  Public Works has temporarily taken the Grass Hill Well out of service.  The well will be disinfected per AWWA standards with chlorine and resampled.
