What is a Comprehensive Plan?

The Comprehensive Master Plan is a long-range guiding document that directs the anticipated growth, development, redevelopment, and revitalization of the City over the next 10-20 years. It establishes a framework for future policies, programs, and investments that promote the City as a vibrant destination and enhance the quality of life for residents, businesses, and visitors.

What is the purpose of the Comprehensive Plan update?

The current Comprehensive Plan was adopted in 2018. Since that time, both the region and the City have experienced significant changes. This update is intended to guide the City's sustainable growth, redevelopment, and revitalization while providing recommendations to enhance Leon Valley as a vibrant community and a great place to live, work, and visit. The Comprehensive Master Plan will establish clear and detailed goals, policies, and strategies for the City's future growth, based on a robust community engagement process and supported by practical and effective implementation measures to achieve the community's vision.

What are the components of the Comprehensive Plan?

Typical elements of a Comprehensive Plan include: Future Land Use and Development; Community Character and Urban Design; Neighborhoods and Housing; Parks, Open Space, and Recreation; Infrastructure and Utilities; Drainage and Resiliency; Mobility and Transportation; Economic Development; and Implementation and Action Strategies.

Who will be involved in the process?

The City has initiated this important endeavor with assistance from the project consultant team. A Comprehensive Plan Advisory Committee (CAC), appointed by the City Council and representing a cross-section of the community, will assist with the plan update through a series of public meetings over the coming months. Community engagement is an integral part of this process. Community voices will be gathered through a variety of outreach methods, including online questionnaires, community events, stakeholder interviews, focus group meetings, and other engagement activities.
